This happens when sweetspotting your system. Start with super low pressure (use a chrono) and slowly start increasing pressure until your velocity stops increasing, this is known as the sweet spot, where you will get the best efficiency/consistency from you reg,valve,spring setup. If you keep going past that sweetspot your velocity will begin to drop, which is due I believe to the increased pressure causing to cup seal to close faster and reducing your velocity.
