Making your own tank is a very involved process, and it's not cheap because of the machinery involved (a slug extruder for steel or aluminum tanks) and building ant testing prototypes to D.O.T standards, and then having D.O.T. inspectors on-site when you actually make the tanks.
Taking an off-the-shelf tank, you'll need to find one rated by the manufacturer and D.O.T. approved for 3,000 psi (or 4,500 if that's the pessure you plan to use) working pressure with compressed air. CO2 tanks are only rated to 1,800 psi.
