In theory you could get a 9 0z bottle hydro tested to a higher pressure .. say 2k psi. if it passed you would have a 2k rated bottle with a 800 psi output but you would only get say 6 or 7 shots per cubic inch. You could also run the bottle @ 1800 psi and be legal with 5 shots per cubic inch.
