Usually, when I'm on the field and the paint is flying, players around me are constantly checking each other for paint. This "self policing" amoung players has worked great from my point of view. If I think someone is cheating, I am going to call him on it "in a non threatening way" right then and there - Of coarse - I sometimes end up eating crow, and apologizing - But even those times the other player respected it, as do I. Will we stop cheating, not likely; but we can all try to make the game respectable - together. Either way - It's Paintball - And, I'm going to have fun!
