This doesn't go for just the Pan Am, either. There is only one national tournament series/league that has independant referees (refs that don't play within that series) and that's the NXL, and it's "invitation only," closed to just the 8 teams that make up the league. PSP - teams ref NPPL - teams ref Pan Am - teams ref There may be some regional series (Pan Am is a regional, not a national - I referred to the nationals because they're "the big boys") that have independant refs, but I'm not aware of any current major regional that does. With the Pan Am, part of the legue's philosophy is also that the league is a place for younger teams to grow and gain experience - and that includes experience as referees.
