Question on condition of a brand new Outkast

 OK, i just got my Outkast via UPS today from a shop in GA (I am in PA). Upon inspecting it, i noticed a few white scratch like marks that didnt appear to be able to come off, and I am not sure if, in transit, the annodizing chipped or? can anyone help at all?
