Well the cheapest tank I've seen was the Pure Energy 48ci 3000psi. Doesn't hold much, but you can pick one up new for a 100 bucks.

Regulators come in all shapes, sizes, colors, and prices. I use the Pure Energy Reg. Yet another 100 bucks. It's all preference, so go with what works best for you but definitely get a regulator.
