your description is a little hard to understand, well to me at least, but i would think you wouldnt want any holes in the outer tube, id think that the silencers job would be letting the co2 have more room to expand, so you wouldnt get the popping sound. so the holes in the outer would defeat the purpose of the silencer

also like moose said a new barrel would quiet your gun, my 14" j&j ceramicbarrel-(ported), is much quieter than the original stock barrel.

and for worring about it being legal, it would all depend on where you play at, if your going to a paintball field its probably a bad idea to have a silencer, but if you just play with friends out in the woods it being legal or not wouldnt really matter

dish out 200 buchs and you can see if the goverment thinks its legal or not

Since we have preliminarily determines that the subject device would meet
the definition of a firearm silencer, you would, prior to making the device,
have to submit ATF Form 1, Application to Make and Register a Firearm,
to the National Firearms Act Branch, pay a $200 making tax and recieve
approval of the application. The NFA Branch can be reached at:

After such approval, the device can be submitted to the Firearms
Technology Branch for a formal classification. After examination the
device will be returned to you. In the event that the device is determined
not to be a firearm silencer, you will be refunded the $200.
