Regulator or expansion Chamber?

Whats the difference between an expansion chamber and a regulator? I have a M98 custom and im looking for something to give me more consistency while using CO2. Does CO2 work on both of these or just an expansion chamber? Also, if i ran a N2 tank wich would be better? Any help would be appreciated. Thanks
