Sorry about the non-sense reply. I e-mailed ICD on the problems. This is what I found out.

They told me the first problem was due to the low pressure regulator being incorrectly set. The fix was to adjust the input reg at 300psi and then adjust the low pressure regulator. (Makes since, there wasn't a high enough pressure going thru the solenoid valve to keep the main valve open long enough to get good air flow.)

They said the second problem was due to the solenoid not being on long enough and to change the switch setting; however, by fixing the first problem the second problem was fixed automatically in my case.
