It sounds to me like your pin valve has some gack stuck in it. duh? Usually its just some crap that got filled into your bottle, then snuck its way past the reg. Hopefully the reg isn't damaged. It could also be a bit of teflon tape. On some occasions it will be that the oring on the pin valve got damaged by whatever gack it was.
The beauty of the ACI BD3 is that you can rebuild it yourself.
Step One in any rebuilding of an airbottle is to EMPTY THE BOTTLE COMPLETELY. You can do this quickly by unscrewing the burst disk until it begins leaking, then carefully remove it or let it bleed out.
If you were smart enough to put the bottle back on your gun as a way to keep the fill, then before you empty the tank try this trick to blow out the gack.
Take a flathead sscrewdriver and carefully holding the bottle between your legs, press down the pin valve with the flat side of the screwdriver. Hold that screwdriver tightly with two hands, one on the handle on closer to the tip.
A couple of bursts may dislodge whatever gack is stopping the pinvalve from sealing. If it doesn't then you have to bleed and open the tank.
The top cap with the threading has 3 allen bolts holding it on, loosen and remove the cap (REMEMBER DO THIS ONLY AFTER THE TANK IS EMPTY) and there you will see the glorious innards of the BD3. The pin valve is right there and you can see if there's any gack there or if the valves hard oring is damaged. If it's damaged you may be able to get away with flipping it over, but you may have trouble removing it from the pin to flip it. I believe you can use a standard tippmann pin valve to replace it, but if you get this far check the replacement to be sure it looks like the same exact animal.
