Tips for filling CO2 tank after 50lb tank gets low

We have a rented 50lb CO2 cylinder and a number of 9 and 20 ounce tanks. I've never actually counted but it seems like we don't get very many fills from our big tank. When the big tank is first filled, I can fill little ones without problem, but after a little is used, I can only get 1 or two ounces at a time. I feel like I'm bleeding off more than I'm filling in that situation so the tank might as well be empty.

I've tried putting the small tanks in the freezer and it helps a little but not much.

Can someone offer some filling tips to lessen this problem? Do I have to just bite the bullet and go get a refil after filling only a few 9oz tanks?
