A good testing company will either keep the bottle and have it destroyed, or drill a hole in it to make it impossible to use before sending it back. That's to prevent some idiot from hurting or killing themselves by filling an unsafe bottle (I personally know someone who died from filling a SCUBA tank that should never have been filled, the hydro certification had expired).
