There's an o-ring inside. It's either dirty or bad. You can first try to take it out and clean it - if that doesn't work you'll need to replace it.

Field expedient: put a couple drops of oil in the nipple and fill it - sometimes that gets it to seal. I've done this and it's worked about 1/2 the time.
