Unless you have a "special" source for the parts and hoses, check out the prices before making big plans for a hydraulic drive.

The best bet would be salvaging a matched system from damaged equipment.

While pricing out a fluid power system, compare it to buying a wrecked, small 4X4 as Michael suggested.

If you have plans for a really small PAV, you could also look for used, commercial ZTR mowers. They use a dual hydraulic motor setup that could be salvaged easily.
