OK. Try this for your cannon shell idea

1 1/2" bore cannon. The shell is about 10" long. One end is a quick loader for 12gram cartridge with oversized hollow piercing tube for extra flow. The other end holds the sabet and paintballs, capped with a burst disk designed to release at say, 60psi. Trip a hammer to drive the 12 gram into the piercing tube to release the CO2. With a large enough tube, you should reach 60psi within 1/2 second, the burst disk explodes with very loud bang and your painball containing sabot flies down the barrel to your intended target. Predictable, controllable, easy to reload, self contained, fairly compact. Heat won't play a factor, so no hot gun penalties. Less than $.50 a shot for the 12 gram. The whole package could be designed into a 30" long cannon. Carry the reload shells on your chest or belt.
