You don't need a weird transmission unless you want one track to go in reverse while the other goes forward.
Just use the rear end our of a small vehicle and put seperate brake systems on each side. That will allow you to turn the vehicle.
Before you start building you might want to look into the cost of the tracks themselves though. Even the little tracks they put on skid steer loaders can set you back a couple of thousand dollars.
