Answering this question I would look at it
in terms of "When is a Scenario more then
just a BIG Game?"

1) When the outcome is determined not by any
preset storyline but by the players. IE, the
original story is presented but the outcome
is unknown till the end.

2) When the game requires the players to think
rather then who can shoot the most paint and
dominate the field. IE players having to collect
props and information and figure out how to use
them to their advantage.

3) When everyone on the field is engaged in the
story and not just a chosen few.

I've seen several "Scenarios" that in my mind
really were not. For me the most important part
of a scenario is becoming a character in the
story, not how many vendors or paint brands etc.
