With a paintgun that has electronics in it, an ROF restriction is pretty simple. Most of them use embedded microprocessors for control - so it's just a matter of the software in them being programmed with a maximum rate of fire limit. With mechanical paintguns, it's a whole other ball of wax. The Automag RT for example can fire more than 28 times per second. Most blowback paintguns without electronic triggers are capable of firing well over 13 bps, or more.
